February 2026- DHS NTER Master Trainer Case Briefing- Robert Card Case Review
In February 2026, Tony Campbell and SSA Chris Bombardiere (DACID Behavioral Threat Assessment Team – BTAT) participated in the DHS National Threat Evaluation and Reporting (NTER) Master Trainer Case Briefing Series, presenting a case review of the 2023 Lewiston, Maine attacks involving Army Reservist SFC Robert Card.
The virtual briefing brought together approximately 200 prevention and threat assessment professionals from across the country. One key lesson highlighted during the discussion was the importance of resisting the urge to accept initial impressions too quickly when evaluating potential threats.
During the briefing, participants were shown an image of the subject’s mobile home with a boarded window. Some initially interpreted the image as evidence of instability or danger. However, when alternative explanations were discussed—such as a previously broken window or light from vehicles driving up the driveway shining through the glass—the image took on a very different meaning.
The exercise reinforced an important principle in threat assessment and violence prevention: early observations can easily lead to premature conclusions if they are not examined within a broader context.

The B-TERC is a one-day training that teaches participants in BTAM knowledge with an emphasis on triaging all forms of communication to assess the likelihood for an act of violence. Please contact us for more details.
